What is Title I?

Title I is the largest federal educational program, founded in 1965 as the Elementary and Secondary Education Act (ESEA), reauthorized in 2015 as the Every Student Succeeds Act (ESSA).  Title I Part A, Improving the Academic Achievement of the Disadvantaged is intended to provide all children with a fair, equitable and high-quality education, and to close educational achievement gaps by providing extra help to those students in need so that all students can reach proficiency on state academic standards. Title I is operated by state and local education agencies.

Clinton County is a schoolwide Title I program; this distinction allows the district to upgrade the entire educational program in the schools to raise academic achievement for all students.  Schoolwide programs are provided flexibility in spending federal, state, and local funds in schools that engage in strategies that increase the amount and quality of learning and help provide a high-quality curriculum for all children to meet Kentucky standards, according to the district and school’s comprehensive school improvement plan.  This flexibility must result in increased achievement by various student populations.  Additionally, schoolwide programs must include a comprehensive needs assessment, instruction by highly qualified teachers, professional development opportunities, and strategies to increase parental involvement.

The benefits of being a schoolwide Title I school includes smaller class size, additional teachers, professional development for school staff, increased instructional time, increase in teaching materials and strategies, help students to attain proficient and distinguished performance levels and opportunities for parents to take an active role in the education of their child.

Clinton County School District’s faculty and staff work to identify students who need additional help, set improvement goals, measure student progress, develop, and implement additional programs that enhance classroom instruction, and involve parents in all aspects of the Title I program.

A mandatory part of Title I is parent and family engagement. 

Parent’s Role in Title I

  • Parents are stakeholders in our district.

  • Help in the development of Title I district and school policies and compacts.

  • Provide feedback about events and assist in planning events.

  • Participate in surveys that guide the district in future needs.

Parents

  • YOU have more influence in your child’s education than any teacher or school.

  • YOUR involvement can increase your child’s achievement.

  • By taking an active role in your child’s education you’re showing your child:

    • How important he or she is to you.

    • How important education is to you.

    • That you and the school are a team

How to Get Involved:

  • Keep in contact with your child’s teacher.

  • Share information about your child with their teacher

  • Attend and participate in Title I district and school meetings.

  • Participate in school-based events.

  • Volunteer at the school

  • Discuss ideas for parent involvement with your child’s teacher, parent organization, and your Title I Parent Liaison
